White crust on new fixtures in River Islands? That’s scale. A backwashing saltless system reduces it (salt softeners aren’t allowed here), and RO handles drinking water.
River Islands is one of the newest neighborhoods we serve and one of the clearest cases. The whole community sits west of Interstate 5, inside Lathrop’s water recycling plant service area, where Lathrop Municipal Code Chapter 13.05 restricts new self-regenerating salt-based softeners. So for whole-home water we install only one thing here: a backwashing saltless system. It reduces scale buildup; it doesn’t soften the water.
We’ve installed systems throughout River Islands, including Skye, Capri, Chantara, Clearwater, The Shores, The Tides, Paddlewheel, Mainstay, Westwind, Monterey and the Del Webb neighborhood. [River Islands neighborhood tour map (Sept 2026)] River Islands homes are on City of Lathrop water, a blend of treated well water and SSJID surface water, and the well side measured 196 ppm (parts per million) of hardness in the city’s latest report. Drinking water is a separate question: under-sink reverse osmosis works in River Islands exactly as it does anywhere else.
What applies to River Islands

How we help River Islands homes
For the whole house we install a backwashing saltless system (never a salt softener in River Islands), with carbon for chlorine taste when your test calls for it. For drinking and cooking water, we install under-sink reverse osmosis, same as any other home. Live east of I-5? See our Lathrop page.

River Islands water FAQs
Can I install a salt water softener in River Islands?
No. River Islands is inside the area where Lathrop Municipal Code Ch. 13.05 restricts new salt-based softeners. For whole-home scale we install a backwashing saltless system, which reduces scale buildup without salt (it doesn’t soften the water).
Can River Islands homes get reverse osmosis?
Yes. The salt rule only affects whole-home softening. Under-sink RO for drinking and cooking water is common in River Islands, and we install it there all the time.
