White crust on your shower head or faucets in Lathrop? That’s scale from hard water. West of I-5, a salt-free conditioner is how Lathrop homes reduce it.
Lathrop is the one city in our area where the rules decide the equipment before the water does. Lathrop Municipal Code Chapter 13.05 restricts new self-regenerating (salt-based) water softeners in the water recycling plant service area, which covers River Islands and other neighborhoods west of Interstate 5. The goal is to keep salty brine out of the recycled-water system. That’s why most of what we install in Lathrop is a salt-free water conditioner with filtration.
East of I-5, outside that service area, a traditional softener is usually allowed, and some families still choose one. We check what your address allows before we recommend anything. If you live in River Islands, our River Islands page covers the west-side details.
Just moved from the Bay Area and your skin feels drier? Many people notice it. San Francisco’s water averaged 62 ppm (parts per million) of hardness in 2025, and EBMUD describes its water as soft to moderately hard [SFPUC 2025 Annual Water Quality Report] [EBMUD water quality FAQs]. Valley tap water is often harder, and the chlorine or chloramine (chlorine combined with ammonia) used to disinfect city water can dry out skin and hair. A salt-free conditioner reduces scale buildup on your fixtures and water heater (it doesn’t soften water), and whole-house carbon filtration reduces chlorine at every tap.
What Lathrop’s 2025 water report says
- Supply: four city wells, treated at the Louise Avenue Water Treatment Facility, plus treated surface water from SSJID. The plant uses coagulation and filtration to remove arsenic from the well water. A fifth well (Well 9) has been offline since 2018. [City of Lathrop 2025 Water Quality Report]
- Hardness: untreated city-well groundwater measured 196 ppm (164–240 ppm). SSJID surface water measured about 31 ppm, so your tap depends on the blend. [City of Lathrop 2025 Water Quality Report]
- Disinfectant: chlorine residual averaged 0.9 ppm (range 0.1–1.4 ppm). [City of Lathrop 2025 Water Quality Report]
- Softener rule: new salt-based softeners are restricted in the recycling plant service area west of I-5, which includes River Islands, Mossdale and Stanford Crossing. [Lathrop Municipal Code Ch. 13.05]
- PFAS: PFOS in the combined distribution system averaged 15 ppt (13–17 ppt, 2024 sampling). California’s notification level is 4 ppt and its response level is 40 ppt; EPA’s federal limit for PFOS is 4.0 ppt, with compliance required starting in 2029. [City of Lathrop 2025 Water Quality Report] [California State Water Board: PFAS] [U.S. EPA: PFAS National Primary Drinking Water Regulation]
These are system-wide averages and ranges from the public reports linked above. Your home’s water can differ by street and source, so we test at your tap before recommending anything.

How we help Lathrop homes
In River Islands and the rest of the area west of I-5, the only whole-home option we install is a backwashing saltless system, which reduces scale buildup without salt. East of I-5, where your address allows it, we’ll show you a salt softener side by side with saltless. Every Lathrop home can add under-sink RO for drinking water, including River Islands, and a whole house water filter handles chlorine taste.

Lathrop water FAQs
Can I put a salt water softener in my Lathrop home?
It depends on which side of I-5 you’re on. Lathrop Municipal Code Ch. 13.05 restricts new salt-based softeners in the water recycling plant service area west of I-5, including River Islands. East of I-5 a softener is usually allowed. We confirm your address before recommending equipment.
Does a salt-free conditioner work on Lathrop water?
Salt-free conditioners don’t remove hardness minerals; they change them so they’re far less likely to stick as scale on fixtures, water heaters and glass. With Lathrop’s well water around 196 ppm, that’s the practical scale fix where salt systems aren’t allowed. In River Islands we install a backwashing saltless system.
Why does my Lathrop water taste like chlorine?
The city disinfects with chlorine; the 2025 report shows an average residual of 0.9 ppm. A whole house carbon filter cuts that taste and smell at every tap, and RO adds another layer at the kitchen sink.
I live in River Islands. Is this the right page?
River Islands has its own page, since all of it sits west of I-5 in the restricted zone. See our River Islands page.
How much does a saltless system cost in Lathrop?
It depends on your home’s size and what your water test shows. We start with a free in-home water test in Lathrop, then give you a written, no-pressure estimate for the saltless system, filter or RO your water calls for. Financing is available through Enhancify, including 0% for 21 months on approved credit (OAC). See terms (opens in a new tab) As an Enhancify.com Service Provider earn from qualifying purchases.
What do you install in River Islands?
For the whole house, only a backwashing saltless system, never a salt softener; River Islands is in the area where Lathrop restricts salt-based softeners. For drinking water, under-sink RO, same as any other home. We’ve installed systems throughout River Islands, including Skye, Capri, Chantara, Clearwater, The Shores, The Tides, Paddlewheel and the Del Webb neighborhood.
Is there PFAS in Lathrop water?
Lathrop’s 2025 report lists PFOS in the combined distribution system at 15 ppt on average (13–17 ppt, 2024 sampling), above California’s 4 ppt notification level and below its 40 ppt response level. RO reduces PFAS in drinking water. See PFAS in Central Valley water.
